Ms. Holmes called the meeting to order at 7:00 p.m.
ADMINISTRATIVE
Minutes
The NCC reviewed the minutes of September 11, 2012 and made corrections. Mr. Unger made a motion to accept the minutes as corrected. Mr. Crickman seconded the motion. All in favor.
The NCC reviewed the minutes of January 22, 2013 and made corrections. Mr. Crickman made a motion to accept the minutes as corrected. Mr. Unger seconded the motion. All in favor.
The NCC reviewed the minutes of March 12, 2013 and made corrections. Mr. Unger made a motion to accept the minutes as corrected. Mr. Crickman seconded the motion. All in favor.
INTENTS TO CUT
There were no Intents to Cut to report.
BUFFER ZONE CUTS
There were no Buffer Zone Cuts to report.
WETLANDS/SHORELANDS
Ms. Holmes reviewed the following communications from the NH Department of Environmental Services (DES):
- March 12, 2013, to Watermark Marine Construction/Paul W. Goodwin, Box 6840, Laconia, NH 03247, for property located at Pine Cliff Road, Newbury, Tax Map/Lot # 19-350-531, a letter indicating receipt of revised plans showing corrected crib dimensions dated February 7, 2013.
- March 13, 2013, to Robert & Tanya Wilkie, P.O. Box 193, Sunapee, NH 03782, for property located at 148 Bowles Road, Newbury, NH, Tax Map/Lot # 017-596-431, a Wetlands and Non-site Specific Permit 2013-00490 to install a 12 foot x 30 foot seasonal canopy on an existing seasonal boatlift adjacent to an existing 10 foot x 10 foot seasonal dock connected to a 12 foot x 20 foot permanent dock by a 6-foot x 8-foot ramp on 96 feet of frontage along Lake Sunapee in Newbury.
OLD BUSINESS
Sunapee Hills Association Project
Ms. Holmes noted that the project is still in progress and tabled the item until the next meeting.
Andrew Brook Trailhead Parking Lot Project
Ms. Holmes informed the NCC that the project’s fundraising efforts are ongoing and noted that she will update the NCC at the next meeting.
Wild Goose Boat Launch Project
Ms. Holmes said she attended the April 11, 2013 hearing at the NH Superior Court and noted that the proceedings focused on whose jurisdiction governed the decision concerning this case. Mr. Wright indicated he believes the case will be remanded back to the state Superior Court.
There was general discussion about the history of the case, the funding sources for all parties involved, and the unaddressed challenges and concerns regarding the project.
NEW BUSINESS
Workshop/Conferences Update
Mr. Crickman reported on his attendance at the recent “Saving Special Places” conference. He shared information on three workshops he covered including “Conservation Easement Tax Benefits”, “Current Use and Land Change Rules”, and “Basic Land Conservation Options”. Ms. Holmes suggested that he share the printed material with the NCC and plan to review the material with the Commissioners at the next meeting. Mr. Crickman agreed.
There was general discussion regarding the piece of land needed to gain access to the Newbury Cut Trail along the RR bed. Ms. Holmes suggested discussing the topic at length at the next meeting.
Ausbon Sargent Land Preservation Trust (ASLPT) Outreach Committee
Ms. Holmes described the committee’s latest project of compiling the town reports submitted by area Conservation Commissions and suggested that the NCC review the document and be prepared to discuss it at the May 14, 2013 meeting.
Upcoming Events
Ms. Holmes noted that the NH DES Drinking Water Source Protection Conference is on May 1, 2013 at the Grappone Conference Center in Concord, NH. She invited Commissioners to attend if interested.
Mr. Unger made a motion to adjourn the meeting. Mr. Wright seconded the motion. All in favor.
